What to cash in first ISA or investment bond

After some thoughts on what investments of my father I should cash in first to pay for his nursing home care or if it makes a difference.
I had been thinking of cashing a Prudential Bond, but then thought , would it be better to cash in some ISA's as they would not have any potential tax implications at this stage.
