What is the Governing Body for dealing with such matters ?

Also need some help on finding out who is the Chairman of Capital One Credit Cards in the UK as the people at the call centers refuse to divulge that info.
They always want to pass you over to a call center Supervisor !

Some Credit Card companies are signed up to the banking code. Some are not. I know that at one time MBNA refused to sign up to the code although whether they have since I'm not sure.

Have you tried Companies House www.companieshouse.gov.uk

You can do a free company search and request more info (at a price) if you need it...
