We offer a premium preparation package. Is this normal?

Enquired about a car with the usual questions, tyre and brake condition and when it was last serviced. Not being local to the dealer I can't just pop over to have a nose.
I've not bought from an indy car dealer before so wondering if the following is the norm?
We offer a £199 premium preparation package on our vehicles which is highly valuable on this vehicle. This includes a full independent inspection by a German car specialist, a new service placed onto BMW online and Idrive, a new MOT guaranteed from any advisories, any tyres less then 3mm replaced, if the pads and discs are more worn then 70% they will be replace. Also any small parking dents or scratches removed to the best we can.
Part of me thinks that's a good deal, but part of me thinks most of that should be done without the need of an additional fee.

£199 seems too low a price to actually cover the costs of any of those items other than the MoT test or a single decent tyre, so that is somewhat of a Red Flag. As if there's not the margin to prep the car properly at the sticker price then it certainly can't be done for Sticker+200 quid.
On the other hand the car might be recently serviced and MoTed, have decent tyres and brakes (all could be easily checked in person) then the £199 is just wasted money.

This. If they were a half decent dealer, they would just prepare the car to a high standard without charging extra. Want to rely on returning the car during your 3 month standard warranty period for a full refund ?
The more I thought about it the more I think I'll give it a miss. As said above £199 wouldn't cover the costs if any work needed doing.

another forum member went to see a 4 series they had advertised.
- Ditchfinder tyres front and rear
- Front bumper painted badly, it still needed flattening and polishing on the front arch lip. Arch/bumper clearly had a smack at some point.
- Front passenger door had 4 parking dings in it
- Dings around the car in different places also
- Bonnet was not aligned correctly with the part where it meets the grilles. This can be adjusted but still not a good look.
- Every door had scratches and some weren't little
- Bonnet had a few scratches
- The roof had the most scratches though, some too deep to cover up by machining/polishing. It looked like someone had dragged something across the roof back and forth and wrecked the whole centre of the roof (it was that bad!)
Overall the car was cosmetically in a poor condition
