Ideas much appreciated - ULEZ, under £5k and 3.5t towing

Really struggling to find something that fits the bill.
Due to Mr K's misguided policy, being a bit hard up at the mo and needing to tow 3.5t, I need to replace my L322 TDV8 which has done sterling service over the last 5 year.
Need a ULEZ compliant competent (and reliable) family bus which has a chance of cracking 28mpg on a run.
It seems there are some early petrol X5's, ML's and RR's but they are rare to come by and look like they cost a fortune to run!
Any bright ideas much appreciated.

28 mpg might be the sticking point as you're going to be pretty much stuck with petrol as EU6 diesels will be too expensive. EU4 petrols go back to 2006 or even further so much more choice.
Options to look at that will tow 3.5t:
Jeep Grand Cherokee (some petrols may be slightly less than 3.5t)
VW Touareg
Porsche Cayenne
Audi Q7
Range Rover
One of the above with an LPG conversion might be a good option.

If it's not that often just pay it & keep the RR
