This camera is on a cycle lane near me no cars , does it take pictures or videos or just count cyclists using it ?

Does seem to be traffic/bike recording radar, perhaps to justify more cycle lanes etc.

Low-res video is used for all kinds of traffic surveys.

Just another camera amongst the raft of camera's watching us. There are so many it's becoming normal. Once facial recognition rolls out, becomes normal, we'll have bar codes on our heads like the chinese.

Why would you have a barcode on your head if there is facial recognition? It would be redundant and easily spoofed.
