Odd cameras on M621 heading into Leeds

On my travels this week I noticed a set of odd cameras, on an overhead gantry on the M621 (j4-5 iirc) heading e/b. Looks like ANPR but the gantry and road underneath are lit 24/7.

Anyone got an idea exactly what they are?
