Does anyone know off a company that remakes the pad that sits on top off the wheel liner on a DB9.

If you mean the sound deadening material Aston 1936 has a video on what he did for new material and it is cheap and probably better.

Are you looking to replace because it's broken down and started to fall off?

I noticed the same on my 07 V8V on the driver's side. Seems to have 'rotted' probably from the heat.

Yes, you have to buy the whole wheel liner from Aston, they don't supply the pad on its own. I'm going to be using a similar product to Dynamat. Watch how to on aston1936 on YouTube. Regards Craig
