Strange electrical gremlins

When turning ignition the dashboard lights go crazy - lots of the electrics have stopped working and when setting the alarm the radiator fan makes a strange woring sound?!? Crazy as a horse!
Any Ideas
After reading a few similar topics on Piston heads I came to the conclusion that the battery was simply flat, gave it a meter reading and was good - trickle charged it overnight just to be on the safe side but no change. Took the battery out and got the ampage checked at local garage and it was confirmed that the battery is good.
So now i'm thinking Earthing/grounding issues?
Where do I begin - anyone got a wiring diagram to hand - or any other ideas for a diagnosis?
