I heard they were as under the Bill of Rights Act 1689 where it states "That all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void".

"Before conviction" means that no fine or forfeit can be imposed until and unless the individual is convicted in a court of law.

I suspect that when the law was passed double parking by a horse and coach was a real problem!!

but this is a "Constitutional Law" and as such can never be overriden!

dream on. The EU seems to have changed things (generally for the worse) quite frequently.

Our Common Law seems to have disappeared quite quickly.

EU Law does not apply to me as an English Citizen, you see its not possible to be a citizen of more than one Country!

I'm not English!! Cornish, yes but English not. I now live in England but why should your laws apply to me? Bring back the Stannery Courts and to hell with your countries income tax!!!!!!!!!!

Bring back passport control on the Tamar bridge.

Fixed penalties are deemed NOT to be fines, they are offers to accept a fixed penalty, rather than go to court and get a fine.

Legal jargon, don't you just love it!

More like demanding money with menaces; Pay £60 now or suffer a harsher penalty & bigger fine later.

Nice idea but I think you'll find that dual nationality IS possible: I have U.K. and Italian passports.
