I'm looking for something like the Konstantin Chaykin Clown watch, or the Mr Jones collection. Something well designed, and well made, with a decent movement, but for about $1K-$2K USD. Suggestions?

The budget is wrong by roughly an order of magnitude, but the FM Crazy Hours is the first thing that jumped to my mind for 'whimsical'.

I'd never wear one, but I do kinda like it.
