Plans to cut speed limit rejected
Discussion
Plans to reduce the speed limit on approx 35 miles of road to a max of 40mph (towns/villages are already 20 or30) have been dropped after "outcry".

So it appears that sometimes Councillors do listen (or are forced to climbdown rather than pushing though their own agenda).
The local authority has form on this kind of thing - a few years ago they proposed reducing the entire North West of the county to 40mph max except for a couple of A & B roads that would be 50mph.
There are, imho, sections of the road where 40mph would be appropriate (some where 40 would be inadvisable/imposible) but others where the current 60 limit is safe and reasonable, conditions permitting.
