If you want to be sure of a low limit, one of the 'bad / no credit history' cards might be suitable e.g. Luma has a maximum limit of £1.5k.

Otherwise just apply for a normal card and knock the limit right down once you have if (although I have no idea what the minimum allow would be).

Its a bit hard to recommend a credit card with zero limit unless we know what interest rate the OP is preapred to pay on his zero borrowings!
Also OP, do you want to do a zero balance transfer onto the card? And if so how many months would you like to have interest free on the transfer? Let me guess
