Bank / credit card accounts without physical card

I'm not up to speed on the current technological advances over the years and am still a luddite using physical plastic cards for payments in-store rather than phone apps. Do accounts exist now where there is no physical card or PIN sent out and everything is paid and done through an app? I am curious to know how one would go about withdrawing cash from their account if it needed, as ATMs require a physical card.
My reason for enquiry is I'm trying to ascertain whether a physical residential address would be needed to use the accounts once opened. Obviously with a physical card it expires after a few years and they send you a new one, but if you pay for stuff with your phone app, do you even need a card?
