I'm looking at replacing the 20 year old top mounts on my front suspension and am struggling to understand whether a camber plate (see below) is the same thing as a top mount? Can anyone please clarify?

My understanding is that what you are showing as a camber plate is a top mount which has adjustability in the camber setting. A standard top mount would have no adjustment for camber (some do, but I guess not the standard one for your vehicle).
