Any reason why I can’t replace a double wire hose clip with a decent quality jubilee clip?
It’s for fixing the rubber filler hose to the vehicle fuel tank

No, unless the rubber is shaped for the original hose clip.

Never liked those wire clips, over time they tend to cut through the pipe.

That suggests they're being over tightened. To get a seal you need sufficient pressure. It takes less force to get a good seal with a wire clip compared to a band clamp, and the clip itself is typically more durable than those worm drive clamps. Most importantly they're really quick and easy to install on a production line, which is why they're OEM. But they wouldn't be used if they didn't do a good job.

People will say no, because they're not properly circular in the way they grip, but I've used 'em since forever and never had a problem. Particularly if the metal pipe has a flare on the end. So take your pick really.
