Selling on ebay fees and Global shipping program

I have a a car ecu / computer i have had for sale on some forums and fB marketpalace Had a few hits but noting serious, as i would like it collected and cash on collection ( been done over by paypal before sold a part to someone who i have on my social media said they didnt get the part but a social media post shows my part did get deliverd, so i don't really want to use their service for a big-ish transaction around £1000 )
a friend has mentioned ebay and their Global shipping program, as the part is more sellable to the US market
just having a quick read it seams you offer to the countries on the lists and ship to a uk base warehouse then they forward it on and take responsibility for the package
but the Vat marketing arose how dose this work if ebay collects the vat ( is it some thing i dont need to worry about is more the question im asking )

I'm really not quite sure what you're asking but your only involvement with the Global Shipping Program is to ship your item to the despatch point in the UK - once it arrives, your responsibility is over and it's in eBay's hands. They will then charge the buyer the relevant further shipping costs, plus taxes/duties etc. It's a great idea and I wish I'd started using it years ago.
As an aside, the cash on collection thing is much easier now that eBay has introduced collection codes - no code, you don't hand it over. Simple as that. Once the code is scanned by you, eBay knows that the item has been collected and so you shouldn't be at risk any more.
Both of these are simple but effective ideas that do make life easier. Now if only they'd bring back the option for sellers to leave buyers negative feedback, I'd be very happy!
