Looking at the “tails” side ,the coat of arms has the inscription "Audi, Vide, Tace" which is a Latin phrase that means "hear, see, be silent"
The actual coat of arms belongs to the Freemasons of the United Grand Lodge of England.

As you have already noted it’s a Jubilee coin for Queen Victoria, so I would guess that it’s something that was produced on behalf of the Masons to commemorate the occasion.
