Nope. And of course the govt know this: "Oh, the fuel tax escalator and high rate of tax is to discourage car use". So, next day, everybody leaves the car at home and tried to get on public transport.

Result? Public transport grinds to a halt (can barely cope with current levels of use) and government loses huge amounts of revenue.
