Road traffic analysis is very data driven, and these radars are replacing those teams of people you see with high-viz and clipboards.

Just a more high tech way of doing road usage surveys instead of paying someone to sit with a clipboard counting car/lorries/bikes or putting out one of those boxes with the two cables that go across the road.
