When you carry out a BCE 6 - are you required to withdraw the full 25% tax free cash element?

No, but if you don't draw all of the allowable TFC at the point of crystallisation then you can't get it later. It's then or never.

Not quite correct.

The PCLS may be taken at any time during 12 months following the crystallisation date.

Moot point.

Whilst there may be a window to actually make the payment my reply stands. You have to decide when you're drawing benefits how much PCLS you're taking and if you opt for less than the 25% then you can't go back later and get it. The other 75%+ has to go somewhere as it gets crystallised and there's no TFC paid from any crystallised funds.

Could this be the detail?

The lump sum must be paid within an 18-month period starting 6 months before and ending 12 months after the member becomes entitled to it. Entitlement to the pension commencement lump sum arises on the day that actual entitlement.
