How do I transfer my plate on my car, to someone else's car?

I am a bit confused by the DVLA website. Do I have to apply to take it off my car first and then separately apply to assign it to someone else's car once the updated V778 retention comes through in post? I already have a V750 certificate of entitlement. The other person is not a nominee.

If the registration is on a valid certificate, then it is not on your car - it can't be in two places at once.
If you used that certificate to put it on your car then the certificate is now used and out of date...
assuming that it is on your car - you need to apply to take it off onto a certificate and you can then set the new person as nominee once you get the certificate.
DVLA will provide you with another (possibly previous) reg plate to put back on your car
you then use the new certificate to put the plate on the other car
