Cotton fabrics can stretch depends on how they are made. You are wanting a non stretch cotton, the 3% elastane on the label isn't what is making the cloth stretchy. As for non stretch trousers, I think they are becoming less common as the tighter modern styles require a stretch. Probably worth trying some of the more classic brands in gentleman's outfitters.
