The boy is interested in a project car to tidy up and drive off-road until he can legally start learning. Are there any insurers which will cater for off-road use for non-licenced drivers? If so would he be able to start accruing NCB before he is let loose on the roads? He wouldn't need comprehensive cover, just TPFT I guess. Is this a thing?

You're looking for "laid up insurance". I don't believe it builds NCD though. Handy to have in case the project is stolen, or if it catches fire and damages your property.

He wont be able to take out a policy at all without a driving licence number (full or provisional).

You can take out a policy on the vehicle in your name to take it to the venues on his behalf but this will require an MOT and tax. Trailering would be best if it's a purely off road vehicle.

Another option would be to start off with a dumper or tractor of some variety so he could drive it from 16?

I looked at getting laid up insurance for one of my bikes which I don't use anymore. I phoned a couple places and got a couple quotes, then used a comparison site and got a quote for normal insurance.

Normal insurance was about half the price of laid up and it accrued NCD. I was told by both laid up providers that it didn't.

No use to the OP, but then the notion of being able to build NCD without actually being able to drive is a bit daft. If that was the case I'd register a car in my 1y.o nephews name and he would have 16 years NCD when he turns 17...

Is it daft? If you pay for insurance and don't claim then it's up to the insurance industry if they count that in a discount. They've taken on a risk of fire and theft, and you've not claimed.

You wouldn't do it for a 1 year old because the cost of 16 years insurance would be way more than the cost of insuring a new driver.

Yeah, looked at Polaris Rangers and the like, but for the money I could get a half decent Jimny, old LR or something which he could use properly on the road when the time comes, and at least it would have a proper clutch/gearbox unlike many of the agri ATV types.
