Parking on commercial property?

My partner's son trailered his liveried-up drift car to a commercial unit yesterday. The car will stay there while he carries out some work on it. The premises is to do with the car trade and he has verbal permission to have his car there.
The local BiB arrived and told him they need to see written permission for him to leave the car there. The car is in his name, street legal and is insured, so what business further do the BiB have to do with him?
(I'm not sure if there's anything else going on - that's all I heard from his mother)
