New TV image ghosting; is this normal?

Hello knowledgeable people,
Other half bought a new TV; just a relatively inexpensive Toshiba Fire tv thing.
Upon set up, the white ghost image was quite noticeable, as well as when on loading screens.
Not noticeable when watching a programme.
I'm thinking it's not normal and a return is needed, but wanted to double check as I don't buy TVs often and this is the first QLED one.
