I have to say that I sympathise with this lady. She didn’t want to download another app.

So I have every sympathy. The reason they want you to have an app is that they're taking the absolute piss on the charges, and thus they need direct card payment so you don't have to go to a bank for gold coins.

s seriouslyThis is part of the problem with how companies are evolving.
They are assuming everyone has a smart phone, an internet connection and is able to use both and all the other options / alternatives for people without internet or a smart phone are slowly vanishing.
I would have responded in an appeal with "i don't own a smart phone, but i was able and willing to pay at the machine with cash / card. If you send me an invoice for the original fee i will be happy to pay it"

Indeed. I currently have 9 parking apps on my phone and still seem to need a new ones when I go to a different city ( I tend to delete them if i don't expect to go there again) Many of the apps are infuriating to use and slow to download and populate.

quite right. Also, I've had, 'you are trying to do a new registration, but you've reached your maximum without having a business account'that's my favourite for smashing my face off a wall
In my local area there is one app that appears to have a monopoly on the council run parking spots. It's efficient and easy to use.
However, it's more expensive than feeding the ticket machine with real coins or even using a card at the machine and I can't really understand why except to conclude it's just simple profiteering.

A car park where I live has machines to pay with cash but the machine doesn't issue tickets, you enter your reg number and pay or download the parking app where you have to pay an additional 20p for the privilege
Local spotted page on FB has numerous posts from people saying they have been sent a parking charge for not paying for parking but with no ticket they can't prove it

I was taking someone to hospital this morning and the car parks on site were full - as it happens due to a technical breakdown of many weeks standing which allows non-visitors to park free of charge. I was obliged to park in the street in a council run parking bay. Either side of the road had its own pay station but both were out of order in that cash payments were not possible. I do have a Ringo app on my 'phone so I was able to pay (payments were still in force), but many other frustrated hospital visitors occasioned by the hospital car park saturation may not have access to non-cash payment means. I admit to paying for most things by non-cash methods, but I strongly object to being compelled to do so.
A recently sold an old car for cash privately and was therefore flush with sheaves of notes. Local banks have all closed their High Street branches so I am unable to pay this cash in without travelling to the local town - the same damned town where the ticket machines won't accept cash! I sometimes feel as if I live in the Harry Belafonte version of 'There's a Hole in the Bucket, Dear Liza!" in some Diabolical nightmare!

It’s the 2g/3g switch off…most old machines have a 3g sim to process the payment and as the networks are killing off the signal, the parking machines conk out too.
Hence the apps, instead of upgrading the machines.
A little standardisation or consolidation in the market wouldn’t go amiss.

Deleting em is not enough though as they already have your data at that stage.I despise anyone requiring me to install an app.
Isn't there a discrimination angle here? No choice to park there, no reasonable way to pay if not technically savvy

No one is forcing you to use their carpark or download any app.
I wonder if there are any planning restrictions, in the creation of the car park. That stipulate its a pay (with real coins) and display. No one is forcing you to use their carpark or download any app.
Our local waitrose was built 25 years ago on the site of a free carpark, and the planning (for a morrisons which became a safe way and then a waitrose) included the requirement that the parking was free for all people including none customers. I'm sure that this fact has been lost in the mists of time.
