How to Programme Replacement VW Passat Key

I had an issue with my old key where it wouldn't unlock the car. On further investigation, it was the unlock button itself which was broken.

I bought a replacement key, moved the chip from the old key to the new key and the car starts fine with the new key. However, the new key doesn't lock/unlock the doors. I've tried programming it by putting the key in the ignition and locking/unlocking the doors but it doesn't seem to do anything. Can anyone shed some light on how to programme the key?

Its a 2010 Passat CC. ID48 433Mhz key.
