People tracking services ... wheres Neeson when you need him

I need to find someone that is actively avoiding me and apparantly I am lacking the "special skill" of Liam Neeson.

Has anyone used a people tracking service at all? I have their last address and mobile number, name and month/year of birth so believe it should be possible from this. I know the city they are living in too. They dont have a FB account and their instagram is set to private (as is her BFs).

Ordinarily I would use 192 to get the address but they only moved a couple of months ago (bought a house) so not sure it will be up to date.

However, it's only done for certain legitimate reasons - the bulk of her work relates to company pension funds tracking down people years down the road.

Makes sense - its certainly a legitamate reason but defo not pensions related!
