For many years, I've used a Lloyd's Mastercard to pay for stuff using PayPal. No problems, never been charged by LLoyds, just the regular PayPal fee if I use "friends and family".
Credit card is paid in full every month.

I tend to choose the PayPal option when buying online, as it saves giving credit card details and filling out my address.

Just had a credit card bill, and there's a £1 "cash advance" fee, plus 16p interest.
The only transaction that I can think of was a £20 payment sent to a seller on a car forum for some parts.

Have PayPal changed the way they operate if you use a credit card to fund transactions?

No changes as far as I can see on my transactions. I've not had any cash advance fees applied on mt cards.

Is it possible that it was a £1 amount taken as a pre authorisation, that then gets credited back?

Might also be potential fraud, with someone taking a quid to see if it works.

Worth contacting paypal and/or your card company to see what it's about.
