But it is funny to image it leaning away from an Arctic speeding to try get across before the light changes.

I thought those ones in particular have an IR flash, still visible but nowhere near as much as your classic speed cameras.1. Would it produce a visible flash when triggered?

It should only trigger when it deems an offence has been committed. In the case of that camera I think it's triggered by a buried induction loop in the road.
