Does the local council have any responsibility for ensuring and maintaining adequate road drainage ?

I live on an unclassified but adopted lane. There is no real gutter along either side of the road and in the recent rain the road was covered to its full width - which I have not seen in my previous 39 years living here, though water has often come half-way across. Our front door sill is only just above road level, hence I am concerned about possible flooding into the house. There is a sort of gutter (formed simply by digging away the bottom of the hedge bank opposite), and this has previously served well enough to keep water away from the house.

IMHO If it's an adopted road the Council are responsible - whether you'll be able to persuade them to do anything though?

I would have some sandbags ready. Rather quicker effective than waiting for the Council to sort it out I suspect.

Question: How do sandbags stop water? Why doesn't it just trickle through the sand?

You lay them on plastic sheet.

In terms of the council, if it's a maintenance issue of existing assets then that might be easier to resolve with many complaints. But if there is no existing drainage infrastructure, trying to get them to put some in will be an even harder battle.

It depends who you mean by local council and where you live.

Town council - no
District council - likely not
County council - most likely
Unitary council - them or no one

What you really need to know is who your local highway authority is and which of the above they are based at.

It's the county who do any maintenance, which is limited to occasionally filling potholes.

Have you tried reporting through FixMyStreet? I have done this before and there is usually some follow up - even if it is just a reply!
