Sold a car to a breakers 3 months ago. Got confirmation letter back from DVLA back in September. NIP landed today addressed to me. Is this standard delay, or just a cock up at their end? Speeding offence was on Monday this week!

My guess,

"Someone" has reregistered the car, in your name, (possibly with a very slight change to your name / address) in such a way that any NIP's etc come back to you.

And obviously put it back on the road.

Don't worry too much, you have to declare what you know if you are in this situation, not give them a concrete name or go to court etc..

I and others have had NIPs for cars sold over a year before, one on here 3 years after selling and it appears they send the same harassing letter designed to boil offenders into confessing when they are fishing due to incorrect details, having no reply or just not satisfied in failing to draw blood.

Absolutely disgusting conduct, but that's the way it is.

Or you could just do the change of owner stuff online and keep a copy. It’s not disgusting they are just chasing the registered keeper. Some people do talk rubbish.

Yes, in my case it was changed online, received confirmation, NIP nearly a year later, they told me they chase previous Registered Keeper (for details of sale or confession if changed it to try evade NIPs)as a standard practice if not satisfied with DVLA details or have no reply on calling them to explain I would not have any clue as sold it year ago.

A friend had one within a week of offence, they had sent to Current Keeper, wasn't happy with reply they got within 2 days and he had one as Previous RK by end of the week.

Is a bit quick for 28 days to expire plus up to 14 days before they send to previous RK so could be a DVLA database issue or not happy with reply in this case.

Are you sure it's not just covering the bases of all the people trying to get out of their offences? What disgusting conduct is going on?
I've never given it a second thought as hasn't the OP. Just send back the info about what happened (I sold it).

Also in the OP's case it looks like Mr Cockup is at work at the DVLA.

Indeed they are, and it appears so.

Me buying a stamp and having to fill it in after calling was disgusting for a start, as they insisted they have form back in post and signed.

I did read it. It doesn’t change the point of using the online function. I sold a car to a dealer via Motorway earlier in the year. It was collected at 17:30hrs on behalf of the winning bidder by a driver. I did the online DVLA at 17:35hrs. At 01:30 hrs the following day the car triggered a speed camera on the M1 motorway. Guess what not my problem because I had all the proof I needed. Reciept , DVLA confirmation etc.so I didn’t need to go on the internet and tell everyone about my misfortune. FFS (/quote)

I once sold a car to a friend and accidentally left the V5 in the glove box. Only realised a week or two later when I suddenly remembered I hadn't sent the V5 off, and the last time I saw it was in the glove box.

Anyway, he duly sent it off but in between actually selling the car and having the V5 processed, he'd got a ticket for driving into a no entry road. It came to me.

I sent the ticket back with a photocopy of the receipt of sale we'd drawn up, dated a few days prior to the ticket, never heard anything back. I don't think I ever asked him about it either, come to think of it.

As a person other than keeper, S172 RTA places a legal obligation upon you to provide any information which is in your power to give and which may lead ro identifcation of the driver.

Just had a thought, I certainly understand that is at time of returning NIP, but once you have replied by post/online portal, is any post discovery exempt and right to remain silent then back in effect?
