I have not included any horror films as I don't watch them and its kind of a given that they are evil/villains.

If we're talking TV it's Gus Fring from Breaking Bad / Better Call Saul for me.

EDIT - Can't change my poll, but just spotted Norman Stansfield from Leon is on there too. Gary Oldman generally makes for a fantastic villain, and in that film he is superb.

yeah - I thought that JP's version of Commodus was amped up for the film and so 'fictional' if you will. Turns out that the real Commodus was even more violent/brutal/deranged

Alan Rickman in the Robin Hood movie. He got so carried away in the role you can even spot him unintentionally knocking part of the set over as he struts around in (mock) anger. Scene stealing villainy at its best.
