How does one get a ban lifted?

I suspect the mods response will be something like "On your bike" a permanent ban is just that.

Thread bans last for the duration of that volume of the thread.

Good news is that the ban does not automatically carry over to a new volume.

Bad news is that it looks like another 15 or so years until vol.2 of the professional cycling thread.

I thought having to start a new volume of a thread wasn't a thing any more? If so, even longer for the OP to wait.

We did try leaving threads to run but experienced a few glitches in the matrix at around 30k posts. We now try to start a new volume at around 20k to ensure things run as smoothly as they can.
