Velcro Neck Braces

I've just bought a Sparco neck brace and its got two velco strips to attach it to your race suit to keep it in position I guess.

Is it worth doing, and if so what is the correct interpetation as to the MSA regs? Will it be classified as a sew on badge/embroidery (IIRC) needing Nomex thread and only sewn through the outer layer?
