Sounds like they havent properly completed the paperwork at their end and Parcelforce have applied the rules based on non-completion, or negative completion.

It says no custom charge if worth less than £135, but that must be on item[s] that you buy in the USA
and bring through customs rather than buying stuff online and having it delivered.

I bought car part recently for £50 and the import duty/VAT
was about £13 which you paid when you ordered it.

Import duty and VAT are not the same.

The company may wing it knowing that not all packages will get intercepted by customs in the various countries they ship too. Also, not everyone will complain (depending on the custom rate) when they do, they refund the money you’ve already paid for the customs fees.
