Its so strange. I see many throbbers in new cars using their phones and they are the type of cars to have bluetooth, yet they persist in holding a phone to their ear.
If the law wants to work it need exponential penalties:
1st offence - 6 points, £200 fine
2nd offence -12 points £2,000 fine, 1 month in jail
3rd offence - 12 points £20,000 fine 6 months in jail
Make the subsequent penalties so harsh that most normal people avoid them and let's call the fines "priority fines" so that you don't get your licence back until you've paid the fine off in full, whether that is in 1 day or 30 years.

Well motorists that use their phone certainly are, and they've chosen to make themselves the easy target, so they can't really moan can they? It's the perfect stupidity tax. Far easier than attending the scene of crime such as burglary or even car theft, when Norfolk Constabulary merely hand out a crime number to pass on to one's insurer.

king about with their phones while driving. Anyone who has to share the roads with these idiots should be pleased that the police are doing more to catch them.Anyone who cares about driving standards should be pleased at this.
