Tedchnically, yes they are illegal (wireless and telegraphy act), but in reality, you're hardly going to be setting up a pirate radio station with one, so quite safe to use.
I've downloaded the extra frequency pack from Griffin Technology and don't have a problem with finding a frequency. The one I use at/near home is actually a faint French station, but the iTrip blows it out quite nicely.
It is rather fun sitting in a traffic jam if you can tell which station the oiks in the car next to you are listening too. Playing a blank track on their frequency can be most amusing, especially if that track has some rather high volume white noise in it occasionally. That would of course be very childish though........

Illegal, technically, but I've never heard of anyone getting their collar felt.
Mine's ok (Griffin technologies), but it's not easy finding a clean enough frequency (i'm about 30 miles outside London) as there are so many stations about (it's amazing the width of the frequency Classic FM occupies).
All in all, a good buy. I'd suggest eBay, but make sure it's new and check postage as some people sell them for £10 with £30 postage and similar!

New ones are better (not sure if they're out over here yet) as they have a mechanical way of setting the broadcast frequency, US and international frequencies and auto-voulme control (people who've got the old one will know how useful this will be!) amongst other things;

yes they are pretty shite.
quality is dire, and you will crash trying to tune into another frequency which you will inevitably need to every 5 mins.
Instead go for the KC420 ipod adaptor (if you a compatible head unit ive got an alpine 9855r and its awesome)
It gets a pure digital feed from the ipod and it charges it too so the ipod just sits in the glove box constantly.
The head unit has a glidetouch ipod controller which lests you browse your playlists in ipod style..
