Is my memory playing tricks or are these supposed to be illuminated?

They're becoming impossible to read on stretches of motorways where the lighting is switched off. Some of them DO seem to be illuminated but most of them aren't IME

Do you mean separate direction boards, or speed signs and notifications (matrix signs?) ?
I have never found these hard to read at night, they are reflective and you get several advanced signs.

Vast majority of them are unlit.

They are retro reflective so in theory should be able to see day and night.

the ones in your picture are fine (and either illuminated or illuminated by headlights). It's the ones on the overhead gantries

They may be reflective but there's no light for them to reflect on unlit motorways (headlights don't point that high)

I must admit I have never noticed an issue with them. Admittedly, I either know the road, or I have sat nav on and the (pleasant, but authoritative) lady tells me to ‘prepare to keep left’ in good time.
I would think it should be easy for the matrix signs to project or ‘leak’ some light onto them. I shall look closer the next time I drive a ‘big boys’ road !
