Is it not correct to say you can transfer an old ISA to a new provider as many times as you want, entirely independently of any new ISAs you might fund in the new tax year?

I believed so, but judging by this thread, HMRC either disagree or don't know their own rules:

I ask because I have opened a new cash ISA for 24/25 that doesn't allow transfers in. However I would like to move my 23/24 ISA to a provider with a better rate if possible.

Ha, well that's that then. Odd that it's so hard to get a straight answer from official sources. And none of the banks seem to include this scenario on their info pages.

I've seen incorrect stuff on that forum before, and I don't look at it much.

you can but not all providers allow transfers in or pay a lower rate on it
