Suspiciously cheap insurance for a provisional driver

I'm looking at getting a cheap shed in the name of our eldest with the intent of using it to teach them to drive properly (they can already drive fairly well) + for us to use for occasional trips to dump/bike transport etc.

Her as policy holder, parents as named drivers (no fronting malarkey), drive it until it dies, insure it on the driveway whilst she's at uni and she leaves with 4yrs NCB.

Based on my own experience as a teen I was expecting to bend-over and receive quotes over £3k even for TP insurance, but totally err, confused.. by confused.com quotes...

18yr old girl, 5k miles pa, S,D+P, provisional license only, 2.5k golf 1.6 petrol, Kent/SE London borders urban post-code - there are 3 insurers under £300-400 range, even upping it to fully comp only adds about £50!?!?

Anyone heard of Collingwood, Sterling or OneCall?

Admiral and the usual suspects start from £1k-£3k (and "Boom" at £16k lol)

No windscreen, legal, courtesy car, breakdown (meh, household RAC acct).. so bare-bones policy I guess

They seem to have reasonable TrustPilot reviews, what am I missing?

The provisional licence means she'll always be supervised. It'll shoot up once she's passed.

As above, provisional licence holders are low risk. Newly passed drivers not so much.

Used Sterling for both the scrumplets when they were learner drivers. Insurance varied between about £500 and £250.
Upon passing their test however the quotes went up to £1500 to £5000, with Sterling doing in at £3000.

As others have said.

6 months for my daughter on her MINI Cooper whilst she was learning was something like £275 before discount. (I kindly knocked the commission off for her!)

She passed last month and it was £1400 fully comp with Ticker for the year.

Or £1900 if we'd chosen to start it on the day she passed her test. Sensible girl was happy to wait a fortnight, thankfully.

We found Stirling to be good for a new policy when the learner had passed, gave us the cancellation fee towards a new policy which was substantial. Would recommend.

Went with onecall a few years ago.
Never again. Seriously shoddy was my verdict.
