Laying paving for patio steps

I have some patio steps that I'm about to pave - they're currently build from blocks.
Treads and risers will be the same material, probably 20mm porcelain tile.
Which is best/easier to lay first - the treads or the risers?
Should I start at the bottom step and work up, or from the top down?
