My guess would be that it is just too far and through mostly empty countryside so little point.
I doubt the teams would feel happy having to allow for the extra fuel to get around and the TV schedules would be disrupted with a larger gap between flag and podium celebrations/press conference and so on.
If a car ran out of fuel half way around it would be a huge problem trying to get the driver back in time to do the interviews.

It's mainly the unique nature of Spa, where the support races have their own pit-lane, hence why there's a pit exit lane at Eau Rouge.
If there's a parc ferme area there, why not use it, the podium's there after all.
Know what you mean, though - I remember getting caught out first time I went to Spa, all the more annoying as it was Damon Hill's win for Jordan.
