What aeroplane is this?

Here is a photo I took at Catania Airport last week. I think it maybe some sort of spotter plane as the airport is also an Italian Air Force base. Being in Sicily I'm wondering if it's used to spot migrant boats crossing the Mediterranean Sea.

I think it is a Partenavia P.68 derivative of some sort

Italian Police has 10 of them, but are in blue livery.
There are also several private operators and I was quite sure also the Italian Coast Guard was operating it, but I cannot find any information so I am probably wrong on this.

The blue plane looks very different to the original white plane. Engines, undercarriage & cockpit glassed area all different.
