Is it even possible to do this without being in the Police?

Nothing sinister, just looking at a vehicle up for sale via brokerage, and i'd rather deal with the owner than an Estate Agent.

I think pretty difficult to do but also the fact the owner may not want to deal privately.

I would suspect if you are in the Police Force and you use information held by them for non-police work you'll probably be dismissed from the force.

I'm amazed that the DVLA haven't cottoned onto this as a revenue stream?

Allow Joe Public to confidentially contact another Joe Public who is interested in your number plate or car. If you want to play ball you reply, if you don't you reject the request.

GDPR ? You'd have to state up front if you're willing to have your details shared with Joe Public.

I imagine they make more than enough money from the cherished number plate auctions/sales and selling RK details to Parking Eye and similar operations.

Just run it as a messaging system through DVLA - that way no details disclosed to the sender without your control.

Infuriatingly, yes! Paying £80 for a fully automated process to retain a plate then another fee for another fully automated task to change a plate etc. is robbery. I bought a super cheap plate at auction for £230. By the time the fees were added and then another admin fee to over admin costs i was closer to £350! I know that even if you breakdown the individual network packets, the storage space on disks it doesn't equate to £100! On a VERY rare occasion when i had someone on the phone the guy said it was to cover the cost of electricity!

The same with the other bandits. I'm looking at you, insurers! £10 "admin fee" to make a change to an address ON TOP of any adjustment that might be if you move house. But i digress.

Umm, if you buy direct from the DVLA the transfer fee is included and there are no admin fees.

Poor choice of words perhaps as you do pay the assignment fee on winning the bid. I had a cheaper one handy where i've grabbed the breakdown of the costs after an auction sale:

Who pays to build/maintain the messaging service ?

This. I don't want some lunatic contacting me after I have sold a car asking me if I have any further info on the car. Once sold it is no longer my problem.

Well, the DVLA, possibly by offsetting the costs against future revenues? A system like that might take an upfront investment to purchase the software and train your IT support team in the various intricacies, possibly a couple more support members to run it/respond to any issues, then it gets absorbed in to the existing infrastructure. Aside from the obvious fact that doing something this useful/helpful that would work properly is far beyond the possible comprehension of the public sector, what would be so difficult?

Not this again laugh What valid reason do you think OP has to use the V888 service in order to try and get the current owners details?

The genuine reasons are listed on the "reasonable cause" .pdf - https://www.gov.uk/government/publications/giving-... - fairly sure OP's reason isn't one of them - unless he fancies lying.

If the car's being sold via a brokerage service, there's a reason why the current owner's doing it - maybe because they don't want to deal with the potential buyers (like OP) directly getmecoat

I wish there was, there are two plates I am interested in, both on cars. Wish there was a way of contacting DVLA and them contacting the owners on your behalf to ask if they want to sell their plates, in the off chance that the plates were bought with the car and not really that cherished.

that fully automated system costs millions to develop, build and maintain
