Abandoned van, no tax, insurance

Hello folks!
Have a neighbour who abandons cars and vans over and over around our area, where parking is very limited. I think he collects them, thinking he will do them up to sell, which never happens.
Well, a van that has had no tax or MOT for 9 years has been sitting there for 3 months on public land. I finally reported it to the council and he has claimed the van.
He since smashed the windows on both sides, as couldn't find his key so he told me (I didn't realise was his van when reported it btw!). Didn't bother sweeping up the glass either, such is the class of my neighbour.
The council have told me there is nothing they can do, to report to DVLA (which I have done) and have washed their hands of it, despite it being there illegally and now with broken windows.
Is there anything else I can do? Cheers!

Our road, a long cul de sac, is popular with those who like to dump cars.
Local council, Richmond upon Thames, isn't interested.
But they are keen to bring in permit parking for the residents whilst taking a third of the spaces away by putting down double yellows.
One costs money and the other makes money, go figure.
There was a rather nice Jag XF left for nearly two years before they finally towed it away.
First the tyres went flat, then close to the 2 year mark someone smashed the windows.
Real shame.
There's a nice Honda S2000 that hasn't moved in a year too.
Interestingly if you check on-line they are still taxed but without MOTs.
Makes me wonder if the owners have died but that the tax is on a direct debit

He was constantly keeping his untaxed stock in the road where there is limited parking. Ironically he has in the past complained to the Council about parking and misrepresented the nature of his special needs child's mobility issues (none) to get a Disabled bay painted outside his house. Total entitled whopper.
After running out of patience with him, me and another neighbour took it upon ourselves to report his untaxed vehicle daily. Eventually, after about six weeks of daily online reports from multiple people they sent the CCTV spotter van out, spotted it wasn't taxed, clamped it and gave him the option of VED payment or it being impounded. It nipped the problem in the bud and we've had no repeat since.
It just takes ages to get the DVLA round. I think resources are stretched, so they an only focus on certain areas at a time where they likely get a lot of hits. Keep reporting it online, and encourage others to do the same.

Thanks folks for helpful hints and own experiences. I just don't understand why the council, if the vehicle hadn't been claimed that they would've removed it. I don't see the difference in them being told it had been moved by the owner, and me showing them evidence that it hasn't. It's still illegal and in a council owned road. I am hoping that by breaking his windows that he's actually done a fav as hopefully the van is now considered dangerous.
I think it's the refusal to sweep up the glass that he smashed that has me at the end of my tether, which I have now done. It's not hard to be decent to your neighbours, we all live here, we all have animals & kids who walk where the glass is. I really want that van gone now and think I will make sure I report any other vehicle that arrives untaxed or no MOT from now on.

Where I live a huge proportion of the budget is going into elderly social care and childcare. The cupboard is pretty much bare after that.

Yes, they are, so many years of gov cuts. Our council tho are ok, they put up a statement to say their dosh is healthy - prob because they aren't spending it on things for the area! Anything else gets very little priority.
