My turbo (off a boat engine) seized up. Have stripped it down and basically this hole which the turbine fan sits in appears to have rusted and shrunk such that the fan cannot spin.

Can this be bored out? (a bit like boring and sleeving a piston cylinder?

Depends how bad it is, sleeving can be done.

Send it to Universal Turbo in Fordingbridge, they'll sort it.
