Of those you listed, I'd go for the Premier B01.. its got a modern, well regarded chronograph movement, better than the other, mainly ETA 7750 based watches in your list. Or go for a Zenith EP, one of the best chronograph movements ever made, with lots of choice at a sensible price.

That Tag Heuer Carrera looks lively. The Grand Carrera on the other hand is hideous.

Having owned a couple of Breitlings I wouldn't touch another with a barge pole. Their 'service' is consistently utterly shocking.

Another vote for the IWC.

The grand seiko looks lovely but isn't a chrono.

Controversial but I'd say none. A similar budget gets you into a JLC which is in my opinion a few rungs up from the options you are looking at.

I do not really like any of them but it has to be the IWC although I think the strap looks too thin on it. That Panerai is all kinds of awful.

Most Zeniths are really really nice in my eyes. Absolutely love them. A few of my more "casual" watch friends aren't really aware of the significance of Zenith.

IWC every time.
I'm biased, as I had one (until it was stolen). They are lovely, and I'd say a cut above the other options there.
That being said- be aware that there are 3 versions of the Portuguese chrono:
IWC 371438 (the one you linked to)
IWC371447 Updated with a deployant strap- and the one I had
IWC371609- new in-house mechanism, sapphire case back; this is the current version, may be above your budget!
