Is this arrow the wrong way round?

Looks fine to me. It's saying the entrance is 'down there'.
There's also the P (for parking) with a hat on and the word 'entrance' just to make sure, then when you you get close there's a max height marker implying 'go under here'

The exit is down here. It's pointing at the exit sign down there. There's another exit sign at the bottom so you don't get lost going down the ramp.

Clear enough. I find the 3 lane arrows and crosses in Cardiff far more annoying as the arrow pointing down implies oncoming traffic. Pointing up would be better as that is the direction it is going.

Both OK, you just enter or exit BELOW the arrow.
In your case OP, it is reminding you stay on the road, and not fly over the top of either ramp.

Good point. I think it is because in this particular instance I was going ‘up’ a ramp and it felt like someone might come ‘down’!

It’s there ti show you the entrance is underneath the big sign and accessed via the road, in in case anyone mistakenly thinks the entrance could be in the sky and so tries to drive up there - wouldn’t want that, they might fall off it.
