Alternative to Windows Photo app?

So currently running Window 10, can see the photos but the Windows Photo app won't open them (Photoshop opens them no problem for editing). Followed the Microsoft advice re remove/ reinstall after a few not allowing its removal and nothing has changed. Is there a suitable alternative app just for reviewing/ maybe minor edit as per Windows app?

Also could it be that you are missing codecs for displaying files? There is a HEI codec in the MS Store (one costs £1 and one is free, both from MS).

Does it give an error, or simply not do anything?

Try paint.net. Free, and I've always found it a useful halfway house between regular paint and the more expensive and complex photoshops of the world.

You can force windows to go back to the old photo viewer rather than the Photos app if you prefer

Error "The application cannot be started. Try reinstalling the application." Which I did to no avail.
